Calderdale Council Considers Stronger Enforcement Powers

Calderdale Council is considering new enforcement powers to tackle poor housing standards and improve animal welfare, with proposals due to be discussed by Cabinet next week.

New enforcement powers to tackle poor housing standards and protect animal welfare are being considered by Calderdale Council.

Cabinet members will discuss proposals next week which would allow the council to issue civil penalty notices to landlords or letting agents who fail to maintain safe housing conditions.

The move follows new national legislation, including the Renters’ Rights Act 2025, which gives councils stronger powers to deal with issues such as unsafe homes or illegal evictions.

The council is also looking to expand the use of fixed penalty notices for animal welfare offences to help prevent suffering and reduce the risk of disease outbreaks.

Councillor Danielle Durrans said the measures would help protect residents, support responsible landlords and ensure swift action against unacceptable standards.
